"Now therefore, if you obey my voice and keep my covenant, you shall be my treasured possession out of all the peoples." (Exodus 19:5)
At Mount Sinai God recalls how he carried Israel out of Egypt on eagles' wings and brought them to himself. He offers a covenant that, if kept, will make them his treasured possession, a priestly kingdom and a holy nation, and the people agree.
